Usec. Goddes Hope O. Libiran: Redefining Public Service Communication in the Digital Age

Undersecretary Goddes Hope O. She currently serves as the Undersecretary and Supervising Senior Official of the Media Affairs and Community Relations Office of the Department of Budget and Management (DBM), where she also represents the agency at the Philippine Commission on Women and the Freedom of Information Committee.

Libiran chairs the DBM Gender and Development (GAD) Focal Point System and leads its GAD Technical Working Group, ensuring that gender responsiveness is embedded in public policy and institutional practice. Under her leadership, DBM achieved a historic milestone by becoming the first national government agency in the Philippines to receive the highest honor from the International MarCom Awards for its digital public engagement initiative. This recognition affirmed that transparency, innovation, and compelling storytelling can thrive within public service and resonate meaningfully with citizens.

Usec. Libiran’s influence extends well beyond government halls. She is an opinion columnist for the Manila Bulletin, a broadcast anchor at Radyo Pilipinas, and a respected academic who has taught communication and public relations at De La Salle University and Adamson University. With over 4.4 million followers on Facebook, she commands one of the strongest digital presences among Philippine government officials, using her platform to inform, engage, and empower the public.

Her service also spans national defense and security sectors. She holds the rank of Auxiliary Rear Admiral, equivalent to a two-star general, in the Philippine Coast Guard and serves as a member of the Philippine Army Multi-Sectoral Advisory Board. Her impact has been consistently recognized, having been named the country’s top government communicator in both 2024 and 2025 by the Boses ng Bayan survey conducted by the RP Mission and Development Foundation.
